I just finished getting the Sash of Fog quest and ran up to grab another and without realizing which NPC I was talking to I received the leggings quest (I already have the leggings) a second time. Now I read that you shouldn't be able to get the same quest again so I figured I should let you guys know.

Thanks for erring on the side of caution 
It's possible to obtain books after completing these quests, but you wouldn't be able to add anything to them or get kill counts in them. Basically the system sees you've done it already and blocks the usage of the book, but doesn't stop the player being able to request the book in the first place. If you notice you're able to progress with the new book, that would definitely be something you should let us know.
