Are dragon scales craftable? If not, what are they used for?

Also, I have been collecting all sorts of large gems, white pearl, perfect emerald. What are they used for?

Dragon scales can be used to craft dragon scale armor.
Gems are used in various elven items/artifacts. You need to learn these items first. This can be done by obtaining elven recipes.
If you do not plan to use the gems you can sell them on your vendor or on [exex.
