Does Arms Lore not go past 100 or am I doing something wrong? I bought/ate a 120 ps for it and have done everything I've always done to raise it and it's just not budging.

Chances are, the skill gains stop at 100.

Similar to Hiding and Poisoning 120s, these are not standard powerscrolls as the skills were never meant to be raised over 100. The only way to get them to 120 would be to use a skillball.
