First go to tailor vendor, he'll teach you tailoring around 30 for around 300 gold.

30 - 41.4 Long Pants (8 cloth), around 1200 cloth used
41.4 - 53.9 Cloak (14 cloth), around 3400 cloth used
53.9 - 74.6 Robe (16 cloth), around 4400 cloth used
74.6 - 99.6 Oil Cloth (1 cloth), around 2300 cloth used
99.6 - 100 Cloth Ninja Jacket (12 cloth), around 150 cloth used

After you successfuly crafted an item you can use scissors on it so u get half the amount of cloth you used to craft that item.
