I am looking for a 3x46 looted weapon or higher. Weapon must have mana leech and two weapon hits such as lightning or fireball.

FYI weapons can only have one direct weapon hit (lightning, fireball, harm, magic arrow), but they can have an area hit to go with this. I don't know if this is what you meant.
