Uhh, I think you have two terms confused - levelling and relayering.
You level weapons to add properties to them, you relayer levelled weapons to other gear pieces to replace them with something more powerful and/or custom tailored. The properties desired for relayer material weapons are vastly different from those you need on combat weapons (ie. the ones you level and actually use as weapons). All of the "Hit..." properties do not transfer*** to relayers. Also - the chances of getting an axe with the desired stats is pretty low, so most players just look for the properties they want on any weapon and then use a Weapon Type Change Deed to turn it into and axe, yumi or whatever they fancy.
Not to come off as condescending, but I suggest you read up and ask around about levelling (and relayering) before you get into it yourself. You are likely to waste the weapon if you don't know what you're doing.
***Technically they do (they show), but don't work as you'd need to attack someone with your helmet to have it's hit Lightning go off. No, headbutts are not possible.
