Necro can't train Magery

Hi im new to the shard ive been playing for a week im using a necro and im tring to train magery i have a spell book and the regents. i have tried to train magery with several npcs and have gotten 0 skill incress. i used the 5 free skill trainings ive paid the npc coins it sayins let me show you and all but still no incress? plus when i try again it says ive taught you all i know still at 0.0 ive tried casting several spell all fizzle and still no incress whats the deal a necro cant cast mage spells?
