I do not know if this is possible but what about books written by players and then given to the librarians. The books then will be copied and placed in the library shelves throughout Britain for a periodicial regular spawn and can be taken by someone who has at least 10 stealing to extract the book from the shelf. Again I do not know if this is possible but its just a thought....
