There will be an IDOC event on July 13th, at 22:00 shard time. (that's 6pm US-East, 3pm US-pacific, 23:00 western Europe, 00:00 central Europe; 8am Sunday morning for most australians).
The notification emails were sent a week ago. Keep in mind that when a player is inactive for a long time, and they get a notification email that their house will fall, they go into "notification cooldown". Everyone needs to remember on their own, to refresh their house. Then after about 1-2 years of refreshing the account without a notification, a notification would be sent again.
So the point of this notification is mostly to say that houses decay on here, and so if you don't play, you need to remember to refresh your account periodically.
It's not the point to notify everyone before every IDOC.
On Saturday at 22:00 shard time, all houses of inactive players will be deleted, and most of the stuff inside will fall to the ground and be able to be picked by anyone. If you are scouting the land, keep an eye for houses that say "In danger of collapse" or even "Greatly worn". And keep in mind that some of these houses, if the owner logs on by Saturday, will not fall.

So will those "Greatly Worn" houses fall in IDOC, or just "In Danger Of Collapsing"?

Some of the Greatly Worn houses will turn IDOC and then collapse. If they remain at Greatly, they will not fall.
I plan to recheck the Greatly Worn houses I have marked and add any which turn to the Runes house on the Shop Menu.

Probably. House decay is variable here, depending on the number of hours a player has logged on the game. I don't recall the minimum decay. The maximum is 18 months. At the maximum, a house becomes IDOC exactly 540 days after the player last logged out.
Any house that's Greatly Worn on Saturday at the event time will not fall. But, between now and then some of the houses which are greatly worn may graduate to in-danger-of-collapse.
Fairly worn would have to go all the way through greatly worn and reach IDOC first. Since I don't recall the minimum decay time, I don't know if that's possible. Certainly it would only be possible for very new players who have nothing of value stashed in their house anyway.

The IDOC Runes house is on the Shops menu - there are also gates to 4 looting houses.
After the event, the house will be renamed the IDOC Loot Dumping Ground, so feel free to drop unwanted loot in the pouches lined up at the south side of the house.

Just a note on a big house just east of Magda Umbra, the land will become reserved and will be sold in one piece at the next auction.
About Fairly worn houses... Fairly means that the decay percent is between 60 and 80. With the 90 days being the shortest decay timer, that means it takes at least 18 days for a Fairly worn house to turn into an IDOC.
