That's surprising. The other auction houses are sinkable as long as they have a high enough Z position and the water houses are 128 points above minimum. Does the house sign menu under customize offer no option for sinking upgrade?
For clarity: one Z point is five or six inches of height, the minimum Z position in the game is -128, and the bottom of the house foundation has to be at least 20 points above -128 for it to be sinkable. One sink lowers the house by 20 Z positions. The foundation sink lowers it by 5 or 6. The base Z position in Trammel (where most of the water houses are) is 0 while the base position in Tokuno is more variable but mostly higher than 0. The base position in the Malas clones is -90, which is why you can't get three sinking upgrades in most locations there.
