No idea if this is actually a bug or not... but I was in Fel and used the bracelet and ended up in Tokuno. It took 10 charges from the bracelet for doing this. I asked a few people and they thought it took only one but they were not sure if me being in Fel had anything to do with it.

yep Felluca's dark energies require you to consume more than you would usually. It's 10 charges per use, for going in, or out of felucca.
