RSS is the type of thing you can add to say, outlook, that informs you of new posts or content on websites. For example, my gaming website has an RSS feed so every time I add a new game, everyone who has added my RSS feed finds out about it ... it's just a handy tool for keeping up to date on your favorite websites, blogs, news ...etc.
If you have MS outlook, there is a built in RSS feature that you can add to (with a simple right click I believe) and keep up to date with news and other cool stuff :) Check it out, you'll like it.
