None. You can do this by fiddling with the yard wand.

Above ground yes, below ground is sunk unless I've missed something

That's 6 total floors below ground in addition to the keep's 3 levels above ground.
The keep is not sunk. Here's how I did it:
First, you'll need to script this in something like OpenEUO. You'll need the script to successfully target things under the opaque ground beneath you.
With the yard wand I placed 400 S4 (Stone) blocks in a 20x20 box shape inside the keep. That costs around 12M gold. I used circle of transparency to place them at or near the ground.
Using the interior decorator, I lowered each block 30 Z below the local ground level. Where that keep is, I think Z was 1. OpenEOU shows this in the right hand window as CharPosZ. If you're running razor, you can also type "-where".
I placed one tailor-crafted goza mat on top of one of the stone blocks.
I "movement"ed a deco room house to house teleport, assigning one end to the goza mat.
I used the teleport to move down to the nice stone floor beneath the keep and chopped the goza mat to redeed it.
I placed a deco room carpet on top of the stone blocks.
I sold all of the stone blocks, recovering the 12M gold.

For a free tour, use the rune "Keep with Basements" next to Aladdin at World Teleports -> Public Moongates -> Britain. Aladdin is up on the flying carpet so you may have to use the blue house to house teleport to the east to get to him.

I can only say, Wow! . It is incredible, Can you store things in those basements? Congratulations on your very unique keep.

My first public post on this forum about making house floors this way was more than a month ago. The GMs can speak for themselves but I've not known them to be shy when they think someone is doing wrong.
So no, I don't think it's appropriate to characterize an ordinary if creative use of the house tweaking tools as exploiting. Nor do I think it gets around paying the fees for the nice features of house sinking that this technique can't duplicate. Like dropping the foundation level to the ground.
Clever things that harm no one don't detract from the shard's ecosystem, they enhance it.

I agree that this is a creative solution rather than an exploit. There is no monetary or advantageous stat/skill gain etc. here, and it just makes good use of the resources available. You do get some extra space, but you don't somehow get extra lockdowns or storage count to go with it.
Kudos to you for figuring this out and sharing it with the community. Although I'm very short on the 12mil needed to try this!

You are exploiting the fact that you don't need to see a block to place it with a third party assistant to do something you could not do in the game, to avoid paying a tax that is to be spent to make a basement. I'm sure if they ever notice it, it will be considered an exploit, since the costs of the basement is so high. Allowing you to find a way to get one without paying the fees, and them sell them off for a profit. Yes exploit.

Hate to be the party pooper but yes this is an exploit, the tools were never meant to be used in the way you are using them. The only thing left now is deciding if we allow this exploit or patch it out, or turn it in to a more user friendly system that doesn't require elaborate carpet placement, personally i don't mind the basement thing, the skyscraper thing tho, that's just ugly
