Resisting Spells Stuck

Anyone know why my resisting spells does not move at all? It is only 33ish and I have tried a variety of methods that work on other shards. Nothing works here.

Monster spells - Nope
Attack self - Nope

Both with varying levels of spells from the weakest to the strongest.

I used Clumsy on myself to GM and it worked fine.

Why is it that only clumsy seems to raise resist???
