You don't need 100%. That just makes it go faster. Otherwise it just says you do not have the reagents to cast that.

cotton - spin into bolts - cut into cloth
flax - spin into thread - spin into bolts - cut into cloth
wool - spin into yarn - spin into bolts - cut into cloth
