I believe what you're referring to is OrionUO. It's discussed pretty extensively in this post here:

I've had this happen a few times over the years. Easiest way I've found is to bring up task manager, and make it fullscreen from there. Once you do that should be normally visible and can readjust from there.

FYI to everyone I'm running Windows 7 and I had to run EasyUO with compatibility settings set to Windows XP before the cfg would load correctly for me.
