Hi everyone. I need to figured out who have/sell Blackhearts whiskey. And if is a NCP where I can find him. I needed for the list of the witch quest. If anybody can help. Thanks!!

Yes the quest here, is the same in every detail as on OSI. So the data submitted by the previous poster is accurate.
Equip a Tricorn hat, buy a couple drinks from the NPC. Once "Drunk" talk to the Capt again. Seeing you in Pirate Gear (The hat) and drunk, he will talk to you, and give you his Ale.
