... And it appears I joined Excelsior just in time to miss UOSteam. Should I pursue a copy of it or look for another program?

Most people tend to run one or more of the following programs when they play on Ex.
Razor
UOsteam
Easyuo

so it is up to you which you use, but all three are great.
