Question about Quest of the Solen Warrior

Ive done the quest and received a bracelet, not called Bracelet of Sha'am but called Mysterious Bracelet, and I cannot for the life of me figure out how this thing works. Ive sent in a ticket asking about it and Colibri says it works but needs to be "charged." Ive tried trans powder, clicking on it, clicking on other bracelets, equipping it and trying to click it etc...I see nothing on how to use it. No menu pops up or anything. Have I missed a step? The quest is completed...if anyone could help Id appreciate it. Thank you!
