Try this
open the login.cfg file under the directory where you installed the game ( mine is in c:\program files\Ultima Online - Excelsior Shard)
Open the file using notepad and make sure is has this in there:
;Loginservers for Ultima Online
LoginServer=shard.uoex.net,60

I was just playing around trying to get that message when mining manually. If i move a step or two away I get the "cant be seen" and if I move a few more steps away I get the "too far away" msg. So I'm thinking somehow your char is taking a step or two after recalling to a mining spot, or ...
